Programme Management Officer at United Nations Office at Nairobi

The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the respective office of the Secretary-General. UNON supports programme implementation of the UN Environment Programme (UNEP), the UN Human Settlements Programme (UN-Habitat) and the Resident Coordinator System globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org). This post is located in the Human Resources Management Service (HRMS) within the Division of Administrative Services of the United Nations Office at Nairobi. Under the supervision of the Senior Human Resources Officer in the Staff Pay and Benefits Section the incumbent will work specifically on a project led jointly by UNON and the Development Coordination Office (DCO). The incumbent is responsible for the following duties:

Responsibilities

• Participates and/or leads the development, implementation and evaluation of special human resources project for the migration of staff from one entity to another; monitors and analyzes human resources
project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Acts as focal point for all project stakeholders; liaises with the Development Coordination Office and other agency on the project preparation and implementation.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Researches, analyzes and presents information gathered from diverse sources.
• Prepares various written outputs for senior management and other stakeholders in relation to the migration project, e.g. draft background papers, analysis, sections of reports and studies, etc.
• Supervises and monitors the work of the Human Resources Officer and the Human Resources Assistants assigned to the project in carrying out all human resources administrative transactions in the context of the migration.
• Keeps abreast of developments in various areas of human resources.
• Provides advice and support to managers and staff on human resources related matters.
• Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules.
• Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in human resources management, project management, business or public administration, social sciences, education or related area is required. A first-level university degree in combination with two additional years of experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project management, human resources, administration or related area is required.
Work experience in project management leading preferably human resources projects is required.
Experience using an Enterprise Resource Planning System (ERP) is required.
Experience in administration of benefits and entitlements is desirable.
Experience with inter-agency or multi-stakeholder collaboration is desirable.
Experience working in the United Nations common system or similar organization is desirable.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position is temporarily available starting as soon as possible for 6 months, with a possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
